Dalia Martinez

Dalia Martinez is the Executive Vice President of Operations at IBC Bank, a role she has grown into since starting with the company in 1990. Her broad responsibilities cover operations, compliance, and technology. With deep expertise in border banking, she is a vocal advocate for regulatory reform and is focused on digitally transforming commercial lending.

Deeply committed to her Laredo community, Dalia has served as president for the United Way, Salvation Army, and the Webb County Childrens Advocacy Center. She was a driving force behind creating the Laredo Womens Forum to empower female leaders. Outside of her extensive community work, she is an avid tennis player.

She testified before the U.S. Congress on financial regulatory reform, earning praise from a representative for presenting testimony that was exceptionally strong, clear, and a credit to her profession.
