Matthew Chinman is a Senior Behavioral Scientist at RAND and a research scientist with the U. S. Department of Veterans Affairs. He co-developed the Getting To Outcomes (GTO) model, focusing on enhancing community-based prevention programs for substance abuse, mental health, and teen pregnancy. He holds a PhD in clinical/community psychology from the University of South Carolina.
