A Temple University Law graduate, he was the first Latino judge in Pennsylvanias history and served as General Counsel for the U. S. Department of Housing and Urban Development. People often describe him as a dedicated leader and pioneer.
His autobiography, "Not from Here and Not from There, " chronicles his personal story of growing up in public housing in Harlem as part of the Puerto Rican migration. He is a lifelong advocate for civil rights, founding non-profits for housing and business inclusion and championing community development and fair housing throughout his career.
He was the first Latino judge in Pennsylvania history and the youngest elected to the Philadelphia Court of Common Pleas at the time.
