Matthew Mulligan
Matthew is an Oracle Cloud Change and Transformation Leader, currently serving as the Head of Oracle Cloud Platform Management for The Scottish Government. His career is dedicated to implementing large-scale Oracle solutions within UK public sector bodies, including Fife Council and the Foreign Office. He holds a BA Hons from the University of Strathclyde.
He has a strong personal commitment to maritime safety, previously serving as a Regional Support Lead for the Royal National Lifeboat Institution (RNLI). He was a volunteer crew member for the Kinghorn RNLI lifeboat, participating in rescues at sea.
He was part of a volunteer lifeboat crew whose heroic efforts in a sea rescue were formally recognized in a motion by the UK Parliament.
