A veteran of the U. S. Air Force, he holds a Ph. D. from the University of Illinois Chicago.
Outside of his official roles, Phillip is a certified training leader for Mankind Project International, leading workshops on emotional literacy and leadership across the US, UK, South Africa, and Australia. He also volunteers facilitating workshops for inmates in the California prison system and is a married father to two daughters and three step-sons.
